No first hand knowledge, but an email from a local restaurant owner, well respected and been in business for years. Says Transito has wreckers standing by and a road block on the main street in the hotel zone of Manzanillo stopping cars with foreign plates and towing any without proper paperwork.

Anything similar happening in the Chapala area?
