Yes, I have read over and over that the only legal notary services can be performed at the US Consulate in Guadalajara from 2 to 3pm Monday through Thursday for $50USD per stamp.
However, we have some friends that are in selling a piece of property in the US. The title company handling the closing was specifically asked and stated they would accept any notary with a current stamp and that it didn't have to be from the US Consulate. Thanks to a couple of timely responses from a forum member, we were able to find out that the German lady at HandiMail (766-3813) has a valid and current US Notary Stamp. This service has allowed our friends to receive the documents on Monday, have them notarized and on the way back that same day for a closing on 12/21.
