Finding property owner
I have a friend looking to find out who owns a vacant house across the street from them. Is it possible to find out through city hall or any other means?

I would love to know if there is an official Registry Office where to look up such things.
When I wanted to know who owned the vacant property next to me, I went through Notario #2. Unfortunately, if the property, with or without a structure, has not been registered then it's impossible.
Turns out that the property was owned by a very old lady, who finally decided to register it, and I missed out on the purchase two years later.
Ask neighbours and ask at City Hall if a building permit was issued as well... probably not but it may divulge some information if it was.

Its an older building that was just recently sold to a new owner. She tried asking the listing agent but he wouldn't divulge the information.

If it was just sold then it has just been registered in the new owner's name. I would contact your favourite Notario to make the inquiries or do the "search". My favourite Notario is #2 in San Antonio.

I will pass that information along. I use #2 as well.

Yes, there is most definitely a "registry" office at city hall. Every structure requires registration. That's why there was such a kerfuffle a couple of years ago when drones were flying overhead recording square meters and added structures, causing everyone's taxes to go up. People were lining up to check their records and fighting them.

I just don't know how easy it is to find out information about someone else's property without the tax receipt in your hot little hand. A Notary does have access.

It is available by paying mordia to the responsible minion in City Hall but best if you use a Mexican facilitator ...I guess that is one of the perks of the position and payback for a loyal political member..the salary is peanuts but the benefits are super..enjoy
