There is an active pro-lake movement that is removing illegally fenced-off federal property at shoreline. Good story in English at link below. The local MXN papers are doing a good job covering this.
I was told when that new house was being built at bottom of Donato Guerra in Ajijic, that it was owned by a GDL notario. Hmmmm.

You may want to have the Mexican nationality before enforcing Mexican laws . I don t know, but I would not mess with the fences unless I were a Mexican citizen.

The prosecutor's office won't proceed with a criminal complaint against those illegally building a floating dock on the lake west of Ajijic. They said they couldn't charge anyone with a crime because there was no activity when they went to the scene....despite videos and pictures presented by the environmental group including sworn statements by a Notario.

The Prosecutor General of the Republic (FGE) determined not to exercise criminal action within a complaint filed by a group of residents of #Ajijic against the extraction of sand from Lake Chapala that carried out volteo (bulldozers) machines and trucks in the month of May 2021 in Alseseca, for the construction – allegedly illegal – of a floating dock in the federal area.
Despite the photographs, videos and even a faith of Notary Public that presented the disagreements in their complaint filed in July 2021, the FGR gave the lines of investigation to exhaust, not finding evidence of extraction and any other action that damages the body of water named #Chapala Lake, according to the resolution.
The FGR supports its determination in a criminal investigation report issued by the Federal Ministerial Police based in Ocotlan, dated 27 July 2021, in which it concludes that at the place of the reported events, at the time of implementation Ar the inspection, "... no excavations, machinery or volteo trucks are observed."

I am a naturalized citizen and I would do that, if the authorities are not going after these people , obviously some have connection and it is not a good idea in Mexico to go against pople who have power when you do not..JUst a gut feeling..

The couple, who owned the hillside at the north end of the San Pancho beach, diverted an arroyo whose natural path crossed their property at the bottom annually. That diversion caused the water to flow down the road and damage other people's property.
We had the town on our side and we had photographic proof. There was also a BRIDGE on their property that spanned the annual occurrence.
Those people had very powerful friends in the Mexican government and we gave up, sold and moved.

I doubt they are a non profit, it is a complicate and lengthy process ...THe problem is that the laws are there, it is public land, cannot be fenced or taken over... but the enforcement falls under the municipality and that is where greet or corruption gets in from all sides. A Mexican neighbor denounced several time another Mexican neighbor when he was building a wall and filling the land , invading the federal zone. The authorities came a few time and work was stopped over the week-end the invader told his people do not worry work starts again on Monday and it sure did , After that he put another fece in front of the property that was invated, to grab some more.. Chapala is not enforcing nothing.. and that is what happens.
This kind of thing is happening all over Mexico and unless the property that are being invaded belong to people with money and power, nothing happens... We see that in Chiapas all the time where private land and reserves are being invated taken over and destroyed and nothing happens.
