Seems and interesting concept if legit and it is tied with esignature.com which I did have to use some years ago.

Check out the cost of an apostille, it is outrageous.

It would be cheaper to use the US Consulate and you would know for sure it's legal. They should accept a Mexican Notario but sometimes they don't, regardless of treaty.

There was at least one thread on TOB about online notary services. If I recall the discussion correctly, it was a back and forth of legal/not legal; legal in some states, not in others; legal only if you are a resident of a state where it is legal; blah, blah, blah. The consulate seemed the safest way to go. Anyone considering it should do some research first.

Would a consulate notarized document ever need an apostille?

An apostille is recognized internationally and if someone is requesting an apostilled document nothing else will work if you are from the US . Canada is not part of that treaty but France is..so it all depends where you papers are from also depends on who is requesting the apostille.

" A document with an Apostille does not require additional certification by the U.S. Department of State or legalization by a U.S. embassy or consulate overseas to be recognized in a participating country."
Key words participating country.

the answer is yes if the country belongs to the group that have apostilled, unless the people who want the document tell you it is not necessary. The institution requiring the paperwork is the one you should ask not the forum as they are the one who will accept it or not.
