Commisioned from where??    International notaries are quite rare.  Most state notaries can only sign in state in which they are a Notary or other state that exchange permission to do signings.  US consulate is an expensive but sure thing.  Signing over internet can be legal or might not be depending on the state.  Try a local mexican notary if they will accept it but many will not in conflict of international agreements. If its important be careful.  Be careful of any local signing that does not say Ajijic or wherever locally where you are signing. If it says home state of notary I would have my doubts.  Yes it can be done but do your homework. A mistake could be costly. This whole field is changing and going to electronic notary work over internet. I don't know much about this.

You may only use a US notary in the state where he is located and has legal status.
You may use a Mexican Notario without problems, under international agreements, as we have done when selling US property while living in Mexico. We did use Notaria #5 in Chapala.
Some expats have stated that the US recipient 'would not accept a Mexican notarization', but that is false information. So, don't ask the ignorant recipient such a stupid question. Just get the document notarized and send it off.

No many US institutions do NOT recognize mexican notaries. It is not false information. We have had banks, governments and institutions not accept Mexican Notaries. When we pointed out international treaties they laughed at us. My wife was an Oregon notary, mobile notary, Real estate broker and Lawyer. What you said may be international treaty law but it doesn't mean people pay any attention to it in the US.

There are a couple of Online Notaries that advertise locally - rainbownotaryandnuptials.com is one
You could also search the internet for online notaries.
No matter what anyone says getting a local expat who says they are a notary from XYZ state DOES NOT make their commission legal outside of their state.
