Regardless of the failures of the past, sometime in July, the EPN government will roll out yet another national police force to combat organized crime. This new police agency is modeled after the French example of the Gendarmerie and will be called the Gendarmes. It is intended to be a highly vetted and well-trained elite police force. They will operate in a similar fashion to how the Autodefensas have operated, i.e., they will occupy whole towns and replace the existing law enforcement agencies in those towns, which in many instances have proven to be hopelessly corrupted by organized crime. However, unlike the Autodefensas, they will have the training and expertise to actually perform those functions. With assistance from the federal government, those towns will then have the opportunity to reform more trustworthy public security agencies...and the Gendarmes can move on to the next place.
This is the centerpiece of EPN's strategy for demilitarizing the struggle against organized crime and restoring civil society and the rule of law in the otherwise lawless areas of Mexico. It is a ground-up approach to restoring law and order and a direct rebuttal to the Calderon regime's top-down philosophy of crime control, in which the government hunted down the heads of the cartels and paid little or no attention to the plight of local governments and police agencies. The biggest obstacle, so far, was in finding enough people who could actually pass the vetting process which determines their suitability for public service. Of course, the cynics, naysayers and denialists have already declared this agency to be a failure. To them, I say, "Not so fast...they haven't even been deployed yet."
