I have to wonder if some of these new plans are in reaction to China's announcement that they will spend $40B on a new canal through Nicaragua to compete with the Panama Canal? If Mexico spends the money to improve their ports, roads and establish a new rail system, then maybe they will be able to compete cost wise and time wise versus ships traveling through either of the canals?

They are getting ready to open the new supercarretera between Mazatlan and Durango, which is a cutoff for shipments to get to either the US in Texas or the port in Tampico.
