I don't think it is the peso falling. It is more so the US dollar rising. No?

Some of each; the Peso is falling along with the price of oil, the $USD is strengthening due to a growing economy (as compared to Europe and Japan).

One would think a high dollar would work against the economy particularily with exports however I suppose the lower cost of oil is countering that effect to some degree.

Yes, since the US imports a lot of oil the lower price has a positive effect.
