Yes you can own and drive a Mexican plated car while on a tourist visa.
No, you do not need to have a Mexican drivers license.
To my knowledge you cannot get a Mexican drivers license on a tourist visa.
But, other than drivers license you can buy, register and drive.
I'm doing so.

I have been following the threads on the Michoacan Message Board and while Michoacan is now requiring a local drivers license to register a vehicle, the same doesn't appear to be true (at least for the present) in Jalisco.

No, you don't need a Jalisco DL to register a vehicle however you do need a proof address which can be either a utility bill in your name or a rental agreement in your name.
And you need ID which will be your Visa and passport.

Someone else told me there is an annual tax to pay on a Mexican-plated car; how is that calculated, anybody? How much is it, roughly?

I believe the annual license fee on my 2001 Pontiac Montana and my 1987 VW Beetle was about $300 US (so about $150 each).

The annual refrendo is $345.00 pesos if paid early for discount and includes CR payment.
