If I sell my Ford Explorer to a foreigner or Mexican and drive to the border, have the sticker removed and sign the title over to the new owner, that is legal.

So I will need to buy another car. If I buy another car in Texas, register it in Texas, get my new import sticker and drive it back, will I have to Mexican plate it? I am not Resident Permanente.

Well since in the future when your home sells why not go turista? Didn't you say you were moving stateside? Seems to me that would be the way to go.

If you can rid yourself of a foreign plated car, why bring on more future problems? sell it and fly back and buy a Jalisco plated car. This way you will not be at the mercy of capricious aduana laws.

The reason I asked this is that when our house sells, we'll move back NOB. Why would I want a car with Jalisco plates? Would they let me register that in the States?

Then that's two cars I wpuld have to sell and I'm fussy what I drive because I'm handicapped and can only buy an SUV with decent room in it. Not one of those timy Honda CRV's and such. Further, I wouldn't buy a Mexican plated car: too high priced, IVA tax, not maintained, insurance nearly double of US plated car.

I understood with the new regs that you could only be Temporal for a maximum of 4 years then you had to either revert to Turista (which means a trip to the border every 6 months) or go pemanante (which may mean no foreign plated car).

If you buy a car in Texas, do NOT register it in Texas as their sales tax on cars is 6%. Have the dealer register it in S. Dakota where the sales tax is 3%. The dealer will collect the tax and send it to S. Dak. along with the necessary paperwork. A few of us are from states where there is no sales tax so we get off free of sales tax totally.

Be careful about making yourself an Oregonian. 9% state income tax and horrible forms and you can't deduct all your federal tax so you are paying taxes on taxes.
