Question
A renter is holding their rent hostage until all water in the house can be guaranteed ONE HUNDRED PERCENT PURE!.... how do you get them out? and is 100% pure even a possibility?

If it wasn't specified in the lease, there's no way they can demand it after the fact. Mexico does not have potable tap water in the vast majority of homes.
But if they are acting like jerks, then you need to deal with them legally and quickly. Chances are these people will be a PITA as long as they are your tenants.
You need a lawyer. I suggest you contact Spencer McMullin.

Potable means drinkable. And again, potable water out of a tap is quite rare in MX. No idea what 100% pure means in terms of water. Sounds like something the tenant made up.

Sterile, distilled water might be pure but you’d have to get it from a pharmacy.

These people sound clueless. Were they not aware that everyone, including Mexicans, drink garafon water or have purification systems in Mexico? (Which you apparently didn't promise them) They think they have to shower and wash their laundry in purified water?
I'd would try to get rid of these folks ASAP- this likely won't be the first entitled demand they come up with.

I really am asking for a friend.... supposedly they've been Lakeside for four years. Gotta know it's not possible... so I'm thinking just a scam to get out of paying rent for as long as possible. Just how big of an ordeal is it going to be to get them out? My suggestion was a large biker with lots of tattoos but I guess that frowned upon.

The longer your friend lets them stay rent-free, the harder it will get to oust them. Hire a lawyer or risk them squatting indefinitely.

Here they call them "Cartel members" not big bikers with tattoos......lol.
Personally, I would wait for them to be out and about then go over with a few guys and a locksmith. I would throw all their belongings out in the street and change the locks.

A friend of mine had a similar situation. He went to the municipal "juez" and asked if he could do as Bob suggested. He was told yes, but he should request that the local cops be there while he did it, which is what he did.
This was in Nayarit, and things can work differently in different places, so getting some legal advice first is probably a good idea.
You need to make sure they can't come back at you by filing a demanda.
Another possibility is if the utilities are in the landlord's name and included in the rent, shut the utilities off. See how long they want to stay or withhold the rent with no electricity, wifi, water and gas.
