Baja has different rules from the rest of the country.
A TIP is not required in Baja, but your registration and plates must be current.

From Rolly's website: "1. In both Baja states, you are not required to have a temporary import permit, but your foreign registration and plates must be kept current."

How many times do those who live in Mexico or those of us who travel Mexico have to be hit squarely between the eyes to accept and remember that: the only consistency in Mexico is its inconsistency?
