Rolly, do you know if someone who meets the monthly income requirement for a Permanente status has to go through 4 years of temporary first, or can we just apply for permanente?

Have the requirements changed for the Visitante (old FMN) If we don't qualify for Residente Temporal can we drive to the border and come back for 6 months?

Here is a clue for those of you that just cannot seem to grasp the situation. This is a direct copy & paste of a person's visit to the Chapala INM Office today:
"I just got back from the immigration office, I went because when I was there last week the big guy told me to come back on Monday. The whole place is empty. I walk in and he shakes his head at me and says "nooooo". I said "no what"? and he tells me "no nothing, we have no system to do anything". I tell him that I am concerned because my document is expired now and he tells me not to worry about it. He looks at my paper with the NUT # on it and say's that my FM3 is still being processed.
I asked him "why have the income requirements been raised by so much, are they tring to keep foreigners from living in Mexico"? He says "Nah" . I asked if the published income requirements are what is actually required and he said "yes" .I asked him "well, what if I don't have that much"? He said "don't worry about it, you won't have a problem, you already have an FM3. I asked "oh, are they going to lower the income requirement in that case" ? "No. it is the new law" he say's.
So I ask him when I should come back and he say's "I dunno" and adds "don't worry . you will not have a problem" .
Now before you jump to the conclusion that your situation is different - read what the official had to say. They work for INM and obviously don't know how the new system will work. And whether you like it or not, they will be the ones each of you has to satisfy. You might also ask yourselves why Spencer has made few comments. Could it be that he doesn't want to mislead anyone?

Now June would have been a much better month to commence this desmadre instead of November when everbody and his brother are coming to Mexico for the winter.

Please remember that the new law was passed 14+ months ago and it has taken this long to negotiate and write the rules & regs. My bet is that the legislators who passed the law would have never guessed that it was going to take this long?

The Betsy posting only covers people who had already applied for FM3 or 2 as of last wednesday. (last day under the old system). Those people are protected under the old system until next year but do not have the papers because the office is out of papers. These people made it under the line.
Anyone trying to apply after last wednesday, it is a new ball game and nobody has the answer on the new system yet but the rules on the money seem to stand right now and for those who do not have the money and have been here a long time the question remains, what will happen to them.
Neil your quote is from a person who made the dead line not from a person who has to apply from scratch in the new system.

Or he just wasn't in the mood to deal with anything or anybody and wanted a big plate of tacos. I know the guy (do you?). He's one of the few dead-eyed bureaucrats in this country I have ever had a problem with. When he's not in the mood for you, he's not in the mood for you. Or anything else. And that is that.
I also think that Ms. Thang was probably referring to her renewal date, which doesn't change based on when the law was first passed or when the rules are first implemented.

Rosa Venus is right about the big guy at the migra, he isn't going to be winning any Ms. Congeniality titles anytime soon. He might as well have " I hate my Job" stamped on his forehead .

He knows nothing that is for sure, especially when he is not in the mood to know something. When we went for inmigrado he did his best to give us trouble and made us come back and come back , telling us he did not have any papers. Finally I told him "you have the papers look for them" I need them to see your boss, and miracles of miracles he found them. He was working in Guadalajara then. He is a miserable man to deal with.

There are reports on the other board of the FM renewals which were supposed to go forward if filed before the official change, being held up by Chapala. And at least one report of someone going in there and finding that the people don't have a clue what to do next at the moment.
Another strange thing is that there is at least one report of FM3 time being accepted for the new Residente Permanente.
I really feel for the people unlucky enough to have to renew any time soon.
