ATM fee change

I have a Scotia bank card. Yesterday the Scotia machine was down so I used the BBVA Bancomer machine in Walmart. In the past there was an $85 peso fee to use my Scotia card in a Bancomer ATM however yesterday it flashed on the screen that were "No Fees" as Scotia was now a BBVA Bancomer partner (or something along those lines).

So question is can I use my Bancomer debit card in the Scotia bank ATM without fee??

I suggest using Charles Schwab. They offer a free checking account and unlimited international ATM usage, no matter the ATM, as fees are refunded at the end of each month. It’s a great deal. I have an electronic transfer scheduled from my money market account into my Schwab checking account on the first of each month and zero fees are effectively charged when I withdraw cash. I wait to hit the ATM when the exchange rate is better to get that little extra since the rates are assessed on a daily basis and reflected at the time of withdraw.
