Yesterday I went to try to get my License. I had my Passport, my "current" electric bill (not over 90 days old - cannot be over 90 days old) and no FM 3 or FM 2 as mine is in process. My Mexican friend asked if I could use a copy of my FM 3 and have a Lawyers letter saying it was in process. The answer was "NO". You need an original.

joec: don't forget that you need your CURP card, as well. Even though my CURP# is on my FM3, they wanted my CURP card. Actually, I just had a printout from the CURP website, not laminated, but that was acceptable.
You also need proof that you have paid for the license from either Banamex or from the tax office which is a couple of blocks away from the driver's license office. If you drive a pickup (no matter what size), you will need to pay for a "chofer" license.
If you are a renter and don't have a CFE or Telmex bill in your name, you will need a Certificate of Residency from your municipality's City Hall.
And don't forget about copies!! Original and one copy of everything, back and front, including the payment slip. I'm not sure if the driver's license office had a copier that you could use, so I brought copies with me this past Wednesday when I got my license.

JoeC, I was there on Tuesday and was given a list of documents I needed, and the first one on it (handwritten in) was CURP. Then on Wednesday while I was getting my license, two gringos came in and were told they could not go any further without their CURP card. They definitely kept a copy of mine. If your CURP# is on your FM2/3, however, that might suffice.
Photocopies of all your documents, back and front, except for the passport. From that they only wanted a copy of the page with your photo, name, etc. and a copy of any page with entry or exit stamps on it.
At least this is how it worked at the Chapala office. Maybe it's different if you go to Guadalajara.

What is a CURP # and why would I need it? The Mexican Gov't just trying to make it difficult to live here. Copies, copies, copies. They need to buy more computers instead of storing files.

A CURP # is kind of like a U.S. social security number in the sense that it identifies a specific individual with a unique set of letters and numbers. About three years ago, they started requiring it for cell phone owners. I did not have a cell phone at the time, so I did not get one. However, when I received my FM3 that year, there was my CURP # on the card.
The next year, upon renewal, the CURP # disappeared from my FM3.
Then this year, when I renewed my FM3, I was required to have my CURP # and, sure enough, it appeared again on my FM3 card.
It is my understanding that a CURP # is now required for all inhabitants of Mexico, not just expats.

I just looked at the FM3 I received in May and there is no CURP # on it. It is blank under the CURP heading. When I got the Tel Cel sim card for my Iphone they used some curp # they had written on their desk. I heard it belonged to Carlos Slim.....jaja.

CBob, you might be able to find your CURP # yourself. that's what i did. on Rolly's site, he's got instructions on how to find it and the government website address.
the thing is, when you go onto the government site, it asks you your name so that it can, supposedly, find your CURP#. but actually you pretty much need to have worked out your CURP# using Rolly's method and search using that number. (you'll have to guess at the last two digits, but start by using 00, then go to 01, 02, etc. and you'll probably stumble across it pretty quickly since you have a non-hispanic last name.
it's kind of like a puzzle. six of us used rolly's instructions and entered what we each determined should be our number, and five of us got our CURP #s and printed out our cards.
the thing is, when you go onto the government site, it asks you your name so that it can, supposedly, find your CURP#. but actually you pretty much need to have worked out your CURP# using Rolly's method and search using that number. (you'll have to guess at the last two digits, but start by using 00, then go to 01, 02, etc. and you'll probably stumble across it pretty quickly since you have a non-hispanic last name.

I hear ya! It wasn't nearly as easy to get the new driver's license as I thought it would be, CBob. I honestly thought that since I had a valid driver's license from the US, I would not have to take the written test and do the driving test, but HAH!

We just renewed our chofer licences at the Chapala office a few days ago. Must say it was very easy, we had copys of everything, went to the office at 8:30 am and were out of there at 9. We had paid the fee the day before. As an aside a CURP card is very easy to get, just go to your local DIF office and apply.

I see Beto working the intersection in Chapala once in a while. I was told he is not providing his "services" in regards to drivers licensing anymore.
