I've been walking on the Ajijic Malecon at around 8 am this last week. About half the other walkers, both Mexican and Expat, are not wearing masks. Few of the dogs are leashed. So, could we broadly define "civil unrest" are refusal to obey the laws?

yes I think there are more important things to worry about now that dogs that are off leashes..

I am only pointing out that the laws are being ignored by many people, even in the very small ways. In my case, walking unsteadily with a cane, an overly "friendly" unleased pup can easily knock me off balance and cause a fall. Who needs to let that happen? I've noticed that there are many older folks trying to get some "safe" exercise walking on the malecon; some more unsteady than I am.
I also agree with CBOB that genuine "civil unrest" usually means much more serious matters.
As for "feeding people", I think most responsible people are trying to help in one way or the other.

Seriously though, it's not just about providing the ability to have food which is basic foodstuffs at best. There's no money for phone service or electricity or gas or bus fare or rent. That's why it annoys me when people AND businesses are non-compliant. It affects so many more than just themselves.

I was talking with Agustin from Viva Mexico today and he mentioned he is turning people away who are asking for food, he also only has his family working in the restaurant. Driving through SJC things looked like a normal weekend, families and friends enjoying their company, no masks, and motorcyclist with no helmets and driving in the wrong direction on a one-way street. Interestingly I did see Rubin in the restaurant. Folks may remember him from his days in his restaurant in the Balaneros, and his special weekend Spanish conversation classes. He was celebrating his 74 birthday, wonderful character and very talented musician

A family member in Qatar told me the penalty for not wearing a mask in public is $55,000.00 USD fine and 3 years in prison.
