Can anyone tell me what the method and or instruments used to measure the lake level.

There are 2 or 3 weather stations on the lakeshore. I had a tour of the one at Piedra Barrenada (west of San Juan Cosala). They have a tall pier that goes out into the lake. It is on pilings. On one piling there is a large ruler to measure the water level. You just go down the stairs and read it.

I thought they used some bridge at the eastern end of the lake for the official measurements.

Piedra Barrenada is EAST San Juan Cósala.

The original bridge in Ocotlán, where they started this convoluted system for measuring the height of the lake is gone, but they use the same system with the same starting numbers all around the lake now with the same demarcation.
As cypress says, there are many places, most within reasonable accuracy.

I was upside down, Yes, east. I think this one might be closed now. The three Conagua stations around the lake shore based their scale on the level that had been measured at the bridge in Ocotlan.
