How to block voicemails on cell phone

On my telcel bill I have had 4 voice mails come in but I have not opened them up.  They charge me 1.03 pesos in my account, even tho I don't access the voicemail.  How to close the voice mail option in my cell phone?

I would go into TelCel. Some time ago I learned I had to pay separately every month for my voicemail; no longer included in my plan. Ridiculous, I know.
