apple 4s cell phone

If I bring down an Apple 4s unlocked phone will I be able to get a sim card and use it on a pay as you go plan. would I be able to have date soI can use the gps function

Yes, to all. A TelCel SIM card will cost you about $150 pesos. When you buy minutes you get 1 mb/peso of data included. So if you buy $200 pesos worth of minutes you will get 200 MB of data to use as well.

Remember that there are two competing wireless technologies, CDMA and GSM with GSM enjoying about an 82% market share globally. However in the states the majority of the phones are CDMA.

When I was up North I was given the choice to choose one or the other at the Seattle Apple Store. (( I have the iPhone 4)  I chose GSM because the vast majority of all carriers in Mexico are GSM.

So if you have a choice and want to use Telecel, for example you need to have a phone that will work with the GSM wireless technology  (Up north AT&T is GSM while Verizon and most other carriers are CDMA
