They did this 2 or 3 months ago. They are using Xray on incoming baggage. They know which bags to check.

This, of course, is when one arrives via air. I presume that crossing at the borders will still be the red/green thingy....

I've never done anything like that at the border when driving.
Re: Mexican customs to phase out traffic light lottery
We got the red light, after crossing at Laredo, when driving down in '96... with a van. Musta been a slow day for them 'cuz there was not a single solitary other vehicle around. They wanted us to unpack the whole van in the heat of the last week of April. I asked what they were looking for because every single thing was personal for our own use. They musta seen the look of indignation on my face and relented. I was hot, sweaty and frustrated... also didn't speak a word of Spanish except for please and thank you.
So the stop is there Mike, about a half an hour in from the border, you just missed it.

Guess I've been lucky. And, I cross with a really big dog.
Re: Mexican customs to phase out traffic light lottery
Big dog or not, every border crossing has an area where one must go though a designated point with signs for “nothing to declare’’ and “declare”. Other small ones that I have been through just have a ‘single’ land with red/green lights. When one drives trough the light goes either red or green. If red, one has to pull over and at least let the agents have a say-so as to what you have to do next.

Believe it or not, I'll actually miss the red light/green light derby.

I remember that feeling of satisfaction when you'd get the green light, but I definitely won't miss having to bother with it!

I'll miss it because ever since I was seventeen years old, it's always meant, "You're entering México!"

I will miss it because I have a very vivid memory of what passing through Aduana was like prior to its implementation. Although I must admit Aduana agents are nowhere near the despicable and corrupt p¨"*ks they were then. Arriving in this country could many times be a veritable nightmare.
