Jalisco Transperancy Law
Interesting, but not surprising, little article in the GR regarding the results of the local gob ratings for compliance of the law. Out of a possible 100 pts, Chapala scored a disgusting 12.5. Even MORE disgusting were the results of Jocotepec's compliance with the transparency law. . .ZERO. Zero compliance. shame shame shame
Top of the list were Guadalajara, Tlaquepaque, Zapopan, and Poncitlan with 87.5.

Shameful, isn't it? Also, did you see the other article about the Presidente of Chapala not backing up the homeowners in the quiet Ajijic neighborhood where the Hacienda Restaurant wants to open up a B&B with a restaurant, bar, salon and all the noise that goes with that? There is almost no parking in that area, and he actually suggested to the home owners that maybe they could make some money by renting out their gardens as parking lots. He has turned the permit applications down once, but sounds like he is open to changing the law to accommodate one prospective business owner. The government here leaves a lot to be desired, unfortunately.

Hacienda del Lago has use of a vacant lot for parking and says there will be valet parking. It will also be very high end so it won't be loud parties with huge groups. At least that is what's being said.
There is no reason to think that zoning laws will ever be strictly enforced no matter what. As long as money talks, complaints and protests walk. No surprises other than to people who don't know how things work here.

There is no zoning law in the village. That is what I was told when I bought in the village and I do not think there has been any changes.

That entire tacky Senderos development in El Chante was zoned agricultural until some serious, and political, money was offered. Poof! Zoning got changed overnight by the then Presidente (Felipe Rangel, if I remember correctly) and he escaped into the darkness of night to run for office nationally. BEFORE competing his term of office in Joco.

Indeed, in the village, you are correct,. Changing would be if there were zoning laws.
The reason is the past, when every block had small tiendas, abarrotes, puestos selling food/clothing, mechanics garages, carpenter shops, you name it. The less mobile society needed the availability of these businesses. With the automobile, and more buses this is now outdated but the zoning permission has remained the same, which is, there are no restrictions mandated by law, only the decisions of the people in charge of the current local governments.

Some of the land for that development was owned by the Leano family and they had gotten it reclassified from rustico to urban before the Sendero group bought it. This went through the cabildo in Jocotepec and I personally know that to be a fact, as they tried to market it to other developers before the Sendero group bought it. Several other owners of adjacent terreno were involved in this joint petition.
It wasn't that surprising, as Las Fuentes had already been rezoned quite some time before and they are quite close, so the area was precipitated to becoming residential.

Yes, just FYI, it was Felipe Rangel's administration ...and his wife and sister in law who were in charge of the DIF, also benefited from funds and in kind items distributed during the mudslides. Much of the furniture, refrigerators, TVs, etc. were given to friends and relatives whose names appeared on the nominal rolls, but were not "damnificados" (people affected directly by the mudslides). Regretfully, this is fact. It was widely reported that Marta Sahagun (Fox' wife) and her children were involved in Senderos although this I do not know for certain. And do not get me started on the various Chapala governments, one after the other.

One night a friend and I were eating shrimp at an upscale restaurant at the entrance to Chante just after the deal had been signed. The only other table was right next to us and it was 6 guys celebrating the deal. They were very friendly and introductions were made all around. One of the guys was introduced to us as Marta's son whom they said had received the project as a gift from his mother.

Anyone that's ever been to Hacienda del Lago for dinner or to stay knows that it is an upscale establishment, and they don't book loud, large group parties. In fact, I can't imagine that it would create any more disturbance than a long-term care facility, which the residents seemed to be quite happy with. And why did they wait until the last second to complain, after Hacienda del Lago spent a lot of time and money fixing up the place?
I think that the people that live close by should welcome that business, because something else may go in there that is much worse for noise and disruption. And before you ask, I would be more than happy to live right next door to them (in fact, I wish that I could!) We need to get our high-end restaurants back. The fine dining / special occasion restaurants in this town are disappearing!

Sue, the old Hacienda del Lago was closed about 6 months or so ago. Somebody has the name and is using it at a new location. It's not even open yet (or maybe just opened?) so hard to tell if it will be noisy or not. From the pictures I have seen it is not even close to being as nice as the old place

I was so looking forward to something with a similar atmosphere as the other one.! We loved taking our out of town guests there.....it was a real treat for everyone. Does anyone know where Umberto is working?

That is right in order to survive they have to have customers..pretty simple..I guess Ajijic would have to become a destintion place for the Tapatios and I guess it is not yet..
I France many of the 3 star restaurants ae in the middle of nowhere but there people are pretty fanatical about food and they will go out of town for a great meal..but it has to be great..

It is the Leaño family. They don't own the UdeG, which is a government owned public school system. They own the UAG the Autonomous University of Guadalajara. There is a world of difference. The Tecos, as they are known, are ultra right wing unabashed fascists. Nasty folks.
The cabildo is similar to the city council. The members are called regidores. The municipal president resides over the cabildo. The cabildo deliberates and the president executes. The regidores are selected by their party and are listed on the ballot alongside the party's candidate for president. They are assigned proportionally according to the votes received by the candidates. Basically selected by political favoritism. The infamous hueso as it is called here.

Pretty sure the Danza was part of the same group as when I dealt with them the Genral Manager was going back and forth between the two..

And as well, Isla de Navidad, a GDL newspaper, a GDL hospital, at one time a bank until it went under, and God knows what else.
They were part the fascist group that formed the PAN in the 1930's in GDL. Jack Anderson (who was an assistant and succeeded Drew Pearson) as a US newspaper columnist wrote a series of columns about this faction and their fascist activities, extensively in the 1970's and was even threatened by them.
If you can find his columns, there were/are enlightening.
Tecos for sure, loved swastikas. (or at least they all tried to find some German ancestry )

He was also syndicated.
Correction.....just looked it up. He wrote his series of articles about the CAL and WACL and their connection to the Tecos in 1984. He was pinpointing the/his investigation into Raimundo Guerrero and their base out of GDL as they had been meddling in and supporting Fascist movements all over Latin America, especially in the debacle in Guatemala in 1954.
They were never a real threat in Mexico but they were there, and to some extent, still are.
