Mexicans need to register for INE card to replace IFE "hasta 15 Enero?"

I have recently seen many announcements on Mexican TV about Mexican Citizens and the new INE Card, replacing the old IFE
voter/national ID card.
My Spanish is really not up to it, but today's add seemed to say "IFE will no longer be a valid ID after 15 Enero"

I'm hoping someone who is a Mexican citizen might know what if anything my Mexican tia needs to do. She is retired and 'out of the loop' on such things.
