It isn't.

The semicolon is used improperly.

I've often thought of suggesting to him that he have his semicolon removed but then he'd have to punctuate into a plastic bag.

Pedro,

A semicolon is used to join two independent clauses (clauses that could stand as a sentence in their own right) that are linked or which comment upon each other in some way.

Used properly in your sentence it would be:

"Naivete is a chronic disease; the afflicted never know they have it."

But you have introduced a dependent clause (which cannot stand as a sentence) "...and by its very nature..." invalidating the use of the semicolon.

Don't sweat it though - most people use them improperly. In fact, Kurt Vonnegut advised writers to avoid them entirely saying: "All they do is show you've been to college.”

a "SNORK" is the sound a person with a stuffed up nose makes when they don't have a Kleenex available and proceed to inhale loudly order to clear their nasal passages.  (Yuck)  A SNORT goes in the opposite direction and usually involves a hmmph, vocally. Rolling Eyes 

The exacting nuns who taught me grammar would have said it should be:
Naivete is a chronic disease.  The afflicted never know they have it. (or) Naivete is a chronic disease: the afflicted never know they have it. 

A "semi" colon is an incomplete ass.  Very Happy

heavens;i'll run with the nuns and ahichic. i have now changed it-using a common pedrospeak punctuation device SNORK! [which involves a snear and a sound similar to the telephone lady aka lily thomlin.]

since i am an innovator/elevator-i use that particular sound at the end of a sentax- and i actually do make a sound in real life like i write it if something amuses me,especially if it's something really stupid. my SNORK! is entirely difernt from lily's.

Vonnegut himself did not think highly of the novel (grading it a "C" in his self-ratings) but I always thought it was brilliant. They made a horrible movie of it a few years back. Whatever you do, don't watch the movie.
