Very true. I was in Columbia years ago for work and had two guards with machine guns with me at all times. My wife visited her son last year and she said Bogota reminded her of Europe. Most of the guards are gone for normal folks. The diplomats are picked up from there apartments in armoured Vans like a carpool for Diplomats so security is still an issue for certain groups of people.  Big success story for the people. Mexico could do worse looking at all this.
