I believe that rivers cannot be diverted nor seasonal watersheds interfered with according to Federal Law. My Spanish is not good enough to wade through reams of Spanish legalities to find the information.
I think it may have something to do with Conagua and also Semarnat...something about the waterway and a certain amount of land on either side of the waterway considered Federal Land.
Can anyone help me with this please.

You have it about right. All water (lakes, rivers, and underground) belongs to the government including 20 meters of the land next to a permanent body of water.

Thanks Rolly. I was looking for the actual law in Spanish in detail...like the number, subsection, paragraph etc.
