The body was actually buried in a shallow grave in the municipality of Jocotopec at the edge of the lake, and the article implies that it is likely that of the kidnapped police chief of Tuxcueca.

Re: "They found a body in Lake Chapala"
After the arrest of a man who took part in the kidnapping of the Director of Public Safety of Tuxcueca, Guillermo García Santana, the State Police located a body buried on a property at the edge of Lake Chapala.
The discovery was made at about 3:00 pm at El Chante, in the municipality of Jocotepec.
The body of a man was found about a meter and a half below ground level. The face was covered by a black T-shirt.
According to municipal fire department personnel the remains showed about 22 days of decomposition. They said they saw no mortal wounds.
Members of the State Department of Public Safety located the body thanks to statements by Juan Pablo Amezcua González, 22, who was arrested in Tamazula and charged with being an accomplice to the kidnapping of the police chief of Tuxcueca.
The man denied to the press that he had taken part in the criminal acts he is accused of, saying they were committed by a person known as "La Gorda".
The remains were exhumed by the municipal emergency response members and the Jalisco Institute of Forensic took charge of them in order to perform the legally required autopsy.
The Public Ministry of Ocotlán took charge of the case on behalf of the State Attorney General.

Re: "They found a body in Lake Chapala"
With a apparent connection to "La Gorda", two drug dealers apparently fell according to an INFORMADOR article:

According to the article, it appears that these two have multiple previous arrests for drug crimes.
