Re: More on the virus
I don't think Jalisco or anywhere in Mexico will implement something that may impair their tourism hence the reason they don't currently require testing or quarantining for anyone entering the country.
Re: More on the virus
There is no point to NOT doing it. What's the point to tourism if it kills the local population? It already IS implemented in Chetumal (the second link). Believe it or not but there really are responsible tourists who ARE vaccinated. Let them be allowed in! Screw the rest!

Sarah Huckabee Sanders says we should all get the “Trump” vaccine. Hey, whatever works.

Calling the vaccine that name may just work for those red lowlifes in AR.
I thank my lucky stars every day that we no longer live next to the Gov. mansion in Little Rock. The idea of possibly another huckster as neighbor would be more than I could handle.

Some 20 years ago we lived across the street from the governor's mansion in Austin. One day GW was on the mansion steps giving a speech and his pants caught on fire. The fire spread to the governor's mansion and almost burned it down. The really sad news was that the fire took out about half of the surrounding mobile home park.

I find it ironic that the anti-vaxers "don't want to be part of the experiment" without realizing now they are the control group.

The only number you should be interested in is "Active Cases". The others are accumulated totals from the beginning.
The charts you are showing are from different entities with the one on the left being the "official" federal government site. The "official" site gives far more detail and I stopped using the one on the right because it only ever shows accumulated cases... like nobody ever recovers.
We all know that the "official" federal site is probably under reporting cases so multiply by a factor of 6 or 10 depending on how inaccurate you feel they are.
Not a perfect system by any means but, if you follow the "active" cases, it indicates trends and that's probably what you need to know the most.

I've been taking accumulated cases from one week and subtracting them from accumulated cases from the prior week to calculate if new cases coming in are accelerating faster, slowing down, or flattening out. I realize the numbers are understated, but the trend in (understated) new cases (growing, slowing, or flattening out) is what I have been trying to monitor.

Re: More on the virus
Sometimes word of mouth is just as accurate. My nephew in a small town in Michoacan tells that there was a quiet period for a while but now he’s starting to see a lot of sick people. There’s also this from Michoacan.net:
In case you missed it, Morelia moved from yellow to red on Monday due a sharp increase in number of Covid cases, which have been above 200 new cases a day (244 yesterday). Pátzcuaro remains at yellow, despite a sharp increase there (53 new cases in last night's report):
https://covid19.srs.care/#/municipios
Overall, México appears to be well along in a new wave thanks to the Delta variant, which is now estimated to be 95% of all cases.
Active Covid case numbers soared to 137,000 on Saturday, well over previous highs
The tally of patients currently diagnosed with the coronavirus is nearing a record as the third wave of the disease continues to grow across Mexico:
https://mexiconewsdaily.com/news/coronavirus/active-covid-case-numbers-soared-to-137000-on-saturday/
With a test positivity rate of 40%, the real number of cases in Mexico is probably 5 to 10 times higher than reported because of minimal testing.
https://ourworldindata.org/explorers/coronavirus-data-explorer?zoomToSelection=true&pickerSort=asc&pickerMetric=location&Metric=Share+of+positive+tests&Interval=7-day+rolling+average&Relative+to+Population=true&Align+outbreaks=false&country=USA~MEX
You can find lots of other graphs on the OurWorldInData website by selecting them from the METRIC drop down box near the top of the screen, as well as change the countries being compared.
If the trends continue, I would expect Pátzcuaro to be red in another week or two. Having the balloon festival and crowds in a few weeks seems like a very dubious proposition to me.

Re: More on the virus
Things are not good in Tizapan, many cases among the younger population, as of yesterday the plaza is shut down again-- not sure how much that will help! I am aware of at least one recent confirmed death.
