Yes, I got a message from Telmex stating that my number 376766#### is in an effected zone, and they were working to repair the problem and that there was no need to report the outage.
Being in Seattle until later this month, I thought it was pretty funny to get said message up here.

Yes, it seems most people who were affected got an email or text. The areas are coming back online now.
