You'll need the original and copies of your car registration and proof of Mexican insurance. It's a good idea to have an Apostilled copy of your birth certificate. If you're married have an Apostilled copy of your marriage certificate.

You should have it with you. I don't think you need it to get the Importada Temporal.

As with many things related to the Mexican Government regulations, the vehicle import requirements tend to vary by location. While I have heard that the Mexican Consulates and just now confirmed at the Albuquerque Mexican Consulate website, that Consulates no long issue permits for foreigners. The one time that we did the permit paperwork at the border, they asked for the title or a letter from the lien holder. You can still apply online: http://www.banjercito.com.mx/site/siteBanjer/Bicentenario/index.jsp?hd_ligaContenido=English/menu_english.html

Americans needs apostilles of their original birth and marriage documeents, Canadians certifications from the Mexican consulate in Canada.

Applying for a car permit they will want to see original valid registration and if not the title, driver license, passport and immigration document, i.e. FMT, FM2, FM3, etc.

For those of you that have never order car sticker on line.....It costs approx. $30.00 for this service, plus required deposit, and sent via 2 day air to your home NOB....once you receive, you will be asked to scan and email required documents...normally title and registration. Put your sticker on windshield prior to crossing border....assuming you have visa, FM2 or 3, drive to red/green light area @ border....caught a red light last month....showed docs. requested and was on my way....hope this helps.
