Correct me if I'm wrong, but the people/facilitators that go w/you for a driver license or anything else, are self employed. Yes? No?

If they are employed, then a tip would be in order, but if self-employed, then what is the tip for? Are you saying they are charging too little, or should charge more?

I was told you don't tip the owner of a business.

...and therein lies your problem. Just do what ever makes someone other than yourself feel good. I find that most people who go looking to answers to the simplest questions tend to be looking for external justification for positions they already hold. "last night the wife said, oh boy when you're dead, you don't take nothin' with you but your soul" I'd argue that you don't take even that much, but who'd listen?
