Did the family exemption get passed

A few years ago, I saw that the emigration law was going to allow close family members to come to live in Mexico with the family member that was a permanent resident. Was this ever finalized? I have a brother in law who wants to come live with us from now on. I want to know if he can be covered by the family exemption and can live with out having to leave every six months to renew his tourist visa.
