A few years ago I obtained my CURP in Joco at the Ayuntamiento. Many of us did.
If a person was a resident of Jocotepec Municipality, why would they have to go to the Municipality of Chapala to get their CURP?

Only immigration can issue CURP numbers, it changed about 3 years ago.

In the old days I actually was able to go to the Ajijic square, go into the Government office with the appropriate documents and within an hour get a CURP. Like Intercasa said. Not any more.

So if you lucked out and got one on a tourist visa then are there any advantages to having one ? other than repeating the process. I still visit on a tourist visa. Like senior's discounts.

I had to have copies of my Permanente for my INAPAM card. Most benefits that want a CURP card will also want copies of your visa too. You won't have to repeat your CURP card, if that's what you mean.

I'm a Lake Chapala Shrine Club member. We have just found out that the children that we send to our Shriners Hospital for Children - Mexico City now require a CURP card.
This is a NEW Government requirement.... not our hospital's.
I don't know if or how this MAY impact expats at the local Guadalajara hospitals.
