The article does not give the murder rate for Manzanillo, just the murder rate for Tecoman @ 103 per 100,000, and the State of Colima @ 62 per 100,000.

Meh.
In a country where even murders go unreported and 'missing' or 'disappeared' don't count either, it's hard to take anything this gob says seriously in terms of statistics. Or much else, actually.
