So now I am Perm. is there any difference when you leave the country from Temp? I assume I fill out the same tourist visa form and get it stamped at immigration just like before on Temp. or is the procedure different?

Go to the immigration person first and get your form stamped, then go to check in. They will attach the exit part to your boarding pass and they will take it from you when you board the plane. DON'T LOSE the remaining enter into Mexico half as you will need to give it to immigration/passport control when you return to Mexico.
