Spencer, I had this kind of opportunity in CALI. I had the ear of quite a few State legislators.
There are some tricks I used and found they worked.
Politicians hate complainers. When you present a problem or issue, have a workable solution to present along with it.
Here is an example: The governor already knows the roads in his State are in terrible shape. Foreigners want better roads and services in Chapala. The solution to fixing the roads is to create a "special tax districts" with those tax funds being directly spent within the district. The program is to be administered by the State not local government to ensure the money is spent correctly. Politicians love new programs.
Now we wouldn't want to create an undue hardship on people. There could be exemptions for low income citizens or residences assessed for less than 1,500,000 pesos. Then the tax would fall onto the people that can most afford to pay. That will make it a much fairer tax.

Also you might turn things around a bit and ask him how he thinks Ex-pats might better fit into/ contribute to Jalisco society.
