Edl, I saw no link in your message to check it out. The last time I did that was about a decade ago when we had a competent career diplomat as The US Ambassador. There used to be a lot of info concerning the Green card lottery on the US Embassy website then.
I don't know what restrictions may apply today, but a decade or so ago, Mexican citizens were not eligible to participate in that lottery.
