Cheena...Do you know how this amparo thing works? Seems to me that following El Chapo's latest arrest, his attorneys requested an amparo to keep him from getting extradited to the U.S. but were denied since there was no official extradition request. How does this Mireles character get an amparo for an arrest warrant that hasn't been issued? Sounds like the old "Get out of Jail Free" card from Monopoly. I'd ask this Raybourne character how the process works...but that would be like opening a can of snakes.
