This is not political

Canada Post has created a new stamp with the face of Prime Minister Stephen Harper on it, in time for the next federal election. However, the stamp is not sticking to envelopes.
This has enraged the Prime Minister, who has ordered a special commission to investigate.

After spending a month and $90 million, the commission has reported the following findings:

1. The stamp is in perfect order.
2. The adhesive is working perfectly well.
3. Canadians have been spitting on the wrong side of the stamp.
