Having gone through the sinai I can tell you they were probably speeding because of the danger of being attacked by terrorists or thieves.
We drove in a convoy of busses and vans with Egyptian police in small Nissan trucks in front and behind the convoy with submachines guns at the ready.

They also have a habit of driving at night across the Sinai without the lights
being on. It wears them out you know LOL. We must have been poor folks
we just had a bus and one guy with a very old machine pistol.
