I was wondering what he was saying. I wasn't able to get his attention to grab a paper.

I grabbed the La Prensa on his way back down the street, but haven't had a chance to sit down and read it yet. Thankfully I wasn't the only one going outside in their pajamas to buy one!

Re: chapala woman 35 executed
From LaPoliciaca.com, the translated story:
"Chapala, Jalisco. - While walking home, a woman was shot dead in the town of Chapala.
The deadly attack occurred around 20:00 pm while driving along Calle Lazaro Cardenas, near the junction with Hills Circuit Chapala, Colonia Gigantera.
As reported by municipal police, two men on board a white Nissan Sentra and polarized, with flame decals on the doors, the woman approached and began shooting.
Local Paramedics decreed the death of who was unofficially identified under the name Raquel Munoz Gonzalez, 36, who received at least two bullet wounds in the back, as reported uniformed Chapala.
At the crime scene were found at least two caliber 223 caps.
According to sources close to the investigation of the case, the deceased was involved in the drug trade.
Agents of the Attorney General and forensic experts rushed to the site to collect evidence and testimonies establish that sheds light on motive for the murder and to find those responsible."

I find it fascinating that they sometimes immediately know that someone is involved in the drug trade. Does this mean they have lists of people that are involved? I would think they must - maybe not written down as such - and if they know people are involved in the drug trade, why do they let condone/ignore that activity.
I think one can have fun with all of the questions - obviously they do condone/ignore the activity -

The rumour is that the wrong woman is shot. She was misidentified - the real drug dealer lady lives further down the street.

Re: chapala woman 35 executed
I think it's pretty odd that they even mentioned she was a drug dealer, they hardly ever say that about shooting victims around here...and they were very quick to say it too.
When your neighbor is a drug dealer, you know it and so does everyone else. Police included.
I wonder who feeds the news sources? The police chief or the investigators / attorney general?
I don't care what anyone says...there have always been drugs in Chapala and every once in a while someone got shot , but not women and not children and parents didn't get killed in front of their children.

Re: chapala woman 35 executed
They are killings and shootings for a lot of different reasons but doing it in front of the children is beyond the pale.
Calling someone a drug dealer is a way to disassociate oneself from that person and an excuse for the police not to do anything.
In the neighborhood everyone knows who is selling or using drugs , they also know who the bigger guys are so the police has to know and yet nothing ever happens there is no serious effort to catch murderers and kidanappers

Re: chapala woman 35 executed
Speaking of kidnappers...I just read in the Guadalajara reporter that the 6 police who were arrested are under House arrest...HOUSE ARREST? I am familiar with house arrest but where I come from it is for probation violators, nonviolent offenders and such.
Does house arrest mean the same thing in Mexico? These men are lounging around in their homes?
Sometimes something "happens" to drug dealers and other criminals ...I think they are the ones who get dropped off on the side of the road . Or just go missing . Maybe it depends on which cartel you work for or if you have paid your protection money .

They might have been referring to a casa de arraigo.

now that makes sense. until the authorities are done with questioning them and trying to get their bosses. then let 'em loose in the general prison pop.viajero wrote:They might have been referring to a casa de arraigo.

If the term was "arraigo" it means they are being held for questioning.

Re: chapala woman 35 executed
Bajo arraigo = under arrest
Casa de arraigo iseems to be a small jail for prisoners who need to be held away from the general population. Google the term, there are some pictures. I had never heard of a casa de arraigo either...
Surely this is where the 6 police are...not like house arrest in the U.S.

There are a lot of legal terms and mechanisms here that I have had a hard time understanding, amparo, auto formal de prision and fianza are a few of them.

Re: chapala woman 35 executed
It is a mistake to try to draw too close a parallel between different countries' legal systems, but "casa de arraigo" seems to me the equivalent to my understanding of a "remand prison" in Britain or simply the county jail in the U. S., where prisoners are held before trial if not released on bail. From watching the news I get the impression that if you are a big shot and can pay for the security arrangements you can be held in a home or hotel.

Re: chapala woman 35 executed
Considering what the cops are accused of it would make sense not to put them in the general population. They may need them to live for a while to know the rest of the story.
