Mexico's ruling party opens door to tax, energy changes
PRI delegates at a congress in Mexico City voted to change the party's position on refusing to consider the imposition of a value-added tax on food and medicine, and giving the party scope to open up Pemex to more private capital.
Applying VAT to food and medicine is controversial because the burden would fall most heavily on the poor, about half the country's population. PRI lawmakers say a large chunk of any additional revenue generated must go toward helping the poor.
One option under discussion is applying a reduced rate of VAT on food and medicine. But even if the full rate of 16 percent were levied, it would only boost the tax take by about 1 percentage point of GDP.

Just can't escape taxes no matter where you go. Taxes on food and medicine are totally ridiculous!!! Why don't they go after the Income Tax cheats in Mexico? Lots of them.

From we have observed in our travels around central Mexico, application of the VAT seems to be a suggestion that many establishments choose not to apply. As a tourist/visitor, we do have the option of applying for a refund of any VAT paid but have never done so. In looking through our receipts from our most recent trip, it appears that we paid so little that the effort wouldn't be worth it. It seems that they need to crack down on those failing to charge the VAT when they should be to increase their tax revenues?

Let's be real, unfortunately, unless they implement taxes, Mexico will remain a poor and undeveloped country where no industry would be interested in investing. No one likes them, and unfortunately only the poor pay the most, but it's inevitable in the 21st century.

You are 10,000% correct, except on one thing, Mexico is not "undeveloped", it is a developing or 'emerging" country.
Hacienda needs to go after Doctors, Lawyers, all Professional people, Hospitals, Clinics, Contractors, Developers, Builders, Super Markets, Retail stores, etc to make them start paying their 15% Income tax!!! Then you'll have a much better education system and better teachers.
