I believe that twitter coming from the Laguna region (the irrigated farming area at the center of which is the Torreón-Cd. Lerdo-Gómez Palacio urban complex) refers to a notorious district known as Barrio de Chapala in Gómez Palacio, Durango. It is often in the news for violent crime.

eta: Definitely confirmed that the incident referred to in the tweet was in Gómez Palacio, Durango.

The tweets from codigo rojo laguna and Laguneros have names that refer to the lake. idk
