customs is driving me crazy
I have a UPS package sitting in Guad customs since July 18 ...11:03 am ....UPS in the states can't help and the number for UPS in Mexico doesn't work ....does anyone know of a telephone number for customs in Guad or know if I can got there in person and deal with it .....any help would be appreciated

You can go to Aduana at the airport. UPS is near FedEx there. I cannot understand why you're having problems. A few years ago I shipped many, many boxes of antique china out of Mexico and received many thru UPS too.

Gravy, it sounds like an aduana problem and no one else can release the package. You should go there and negotiate with them in person.
If you know what's in it and you are expecting it, fine. If you don't know what's in it and are not expecting it be very careful. Sounds like they are going to charge you customs for whatever it is, can be as much as 50% of whatever THEY deem the worth is. And, you can't just say "not thanks" and walk away.
Let us know how it comes out.

If you have any kind of receipt, bring it with you. That way, they can't guess at what it's worth and nail you with too much.

Yes you can refuse to accept the package. And the duty on certain items can be a punitive one of over 200%.

Friend of mine tried to refuse the package then they told him they'd charge him storage for it.

I believe you too but how were they going to collect? Sounds like a shake down.
Simply say you aren't carrying sufficient funds and you will have to return. Then don't.

It would really be helpful to know what the package contains and its value (yes I understand that the OP might not want to divulge that info) which would possibly clear up the reason customs is detaining it.
Is there an invoice in the package with the goods value? Footwear and clothing, for example, carry a high duty. Raw wood products shipped by individuals are not allowed entry. Other products are prohibited from importing etc. Certain foods etc.
And many things are just charged 16% IVA but the if the declared value is in question then you'll need to show proof of what was paid. Aduana uses laptops to check prices if they feel it is declared below its true value.

As far as I know everything coming into Mexico gets taxed by the Aduana.
They don't add 16% IVA to stuff coming in. IVA is not charged separately on many items here, but is included in the price, like on cars.

At the dealership, the final price, I was told does not show IVA. And I have a few friends who bought cars in GDL. I would never buy a good used car here. I would go to Texas.

The factura you recieve when you purchase a car will show the IVA. I've rec'd items via FedEx and the Post that had no duty or tax applied. YMMV.
