Hmmmm, kind of an odd translation.

Gotta love those nicknames. Among them el moco=the snot
el colchón=the mattress
la chaparra=the midget

Not too sure where they got the root, however it's a fave of gobbeldygook translate.
Anyhooo, seems like they have rounded up the hapless criminals. Harry Potter's magic notwithstanding. Furthermore, Harry Potter seems to have been given a seriously inappropriate nickname since no criminal worth his salt, or any of his associates would have gone to an ATM and withdrawn cash from the account of one of the victims. Anyone care to send this in to Jay Leno, for his weekly rag on dumb criminals?

"Arraigado" in this sense does not mean "root". It means that the person is under notification not to leave town.

7. tr. Am. Notificar judicialmente a alguien que no salga de la población, bajo cierta pena.

It means he was arraigned. If Harry P, The mucus and the rest were just told not to leave town i wonder who would stick around?

Arraigado means detained pending investigation. The length and place of the detention are determined according to the case particulars. The person detained has yet to be charged with a crime.

Arraigo domiciliario means house arrest.

Question?

I had never heard of a house arrest in Mexico. Is that very common?

I used house arrest only to illustrate the meaning of the word arraigo. I don't know how common it is used in Mexico's judicial. I do know that under special laws to fight organized crime they can detain (arraigar) people for something like 40 days without charging them but I imagine it depends on the circumstances whether or not they are in jail or at home.
