I have added an article to my website on getting married in México.

Great idea, since most everyone who lives here has been married at least once. I know 2 couples in our Community where the husband was married 3 times.

Permission to marry a Mexican
Requirements:
INM official form
Original passport
Original Immigration Document
Payment of fees
Request letter signed by both and must indicate: the number of the civil official, state, county and town where it is going to take place and the date of when the marriage will take place.
Birth certificate or passport (of the Mexican)
ID card (of the Mexican)
Cost: $3,600 pesos
Requirements for City Hall
Original and two copies of Birth Certificate (within 1 year).
Copy of ID
Copy of the CURP
Copy of the Cartilla Nacional de Salud de la Mujer (If the woman is mexican)
Blood test that includes HIV testing (at any laboratory within 15 days)
Medical certificate (Red Cross, Municipal Clinic, etc)
Proof of having attended the premarital class at the DIF (cost $200 pesos)
One witness for each person, with original and copy of ID; they must be present at time of the marriage.
For the foreigner he/she must have their birth certificate apostille and translated in Spanish, along with their immigration document and the permit to marry a Mexican.
In case the foreigner is divorce or widowed they must present the divorce or death certificate. The certificate must be certified, apostille and translated in Spanish.
WARNING: Mexican President Felipe Calderon has signed new legislation which makes drastic changes to the existing immigration laws, a link to the new legislation is here

It is unknown when these changes take effect as changes will need to be made to many other laws such as the Mexican Customs law. We have read the initial changes to the law and believe them to be beneficial for the most part but there are still many unanswered questions.
NOTE: Canadians need a legalized copy of their birth cert as well as any divorce decree which is a real pain to get and costs $$$ as there are no apostilles for Canadians due to Canada not being a signatory to the Hague Convention on documents!!!
