A friend has been told that her landlordd needs her apartment for his own use. after a fifteen year lease. Does she have any legal protection from this?

If monthly renewable I can't imagine there would be any legal leg to stand on, aside from perhaps how much notice has to be given.
Just because someone has rented a place for fifteen years doesn't give them rights to stay if they don't have a lease that states differently.

This has apparently arisen as new legislation that is proposed is that long term tenants will own the property after a certain number of years. I have not found anything on line about this, have recommended my friend to get legal advice.

Depends on lease and terms, landlords do have the right to control their property but if they are trying to boot the person out with no notice then there are things that can be done.
