I do not know the answer to your question (sorry!).
Did you know that Mexico puts fluoride in its table salt? So do other countries.

Abstract
The aim of this paper is to make known the potential of fluoridated salt in community oral health programs, particularly in South Eastern Europe. Since 1922, the addition of iodine to salt has been successful in Switzerland. Goiter is virtually extinct. By 1945, the caries-protective effect of fluorides was well established. Based on the success of water fluoridation, a gynecologist started adding of fluoride to salt. The sale of fluoridated salt began in 1956 in the Swiss Canton of Zurich, and several other cantons followed suit. Studies initiated in the early seventies showed that fluoride, when added to salt, inhibits dental caries. The addition of fluoride to salt for human consumption was officially authorized in 1980-82. In Switzerland 85% of domestic salt consumed is fluoridated and 67% in Germany. Salt fluoridation schemes are reaching more than one hundred million in Mexico, Colombia, Peru and Cuba. The cost of salt fluoridation is very low, within 0.02 and 0.05 € per year and capita. Children and adults of the low socio-economic strata tend to have substantially more untreated caries than higher strata. Salt fluoridation is by far the cheapest method for improving oral health.
Conclusion: Salt fluoridation has cariostatic potential like water fluoridation (caries reductions up to 50%). In Europe, meaningful percentages of users have been attained only in Germany (67%) and Switzerland (85%). In Latin America, there are more than 100 million users, and several countries have arrived at coverage of 90 to 99%. Salt fluoridation is by far the cheapest method of caries prevention, and billions of people throughout the world could benefit from this method.

Yes. It's one of the reason I don't buy regular table salt.

Fluoride is more toxic than lead and slightly less toxic than arsenic.
Exposure to fluoride often leads to osteoporosis, arthritis, and bone fragility in later life. It displaces calcium in your bones with fluoride. It's not something benign.
Fluoride toothpastes are now required to have warning labels about making sure children don't use more than a little bit on their toothbrush, and don't consume it.
Interesting fact- fluoride is a byproduct of the aluminum smelting industry. Its touting as something to add to water, toothpaste, paint on kid's teeth to counter dental cavities coincided with the aluminum industry no longer being allowed to dump their fluoride tailings.

From the Cleveland Clinic, a highly respected medical site,
Is fluoride good for your teeth?
As far as young kids are concerned, the problem with too much flouride is due to their swallowing the toothpaste and ingesting it. Parents need to teach kids to brush and spit. fyi, parents should buy toothpaste made for children...it contains less flouride. This for kids under 6.

Fluoride is a mineral that occurs naturally in water and many foods. Dentists harness the power of fluoride to strengthen your tooth enamel and reduce your risk of cavities. While large amounts of fluoride can be dangerous, it’s very difficult to reach toxic levels with properly fluoridated water and over-the-counter products that contain fluoride. Talk to your dentist to learn more and find out if you need professional fluoride treatments.

Other than that, it is an extremely low-to-no-risk way of keeping your mouth cavity-free or any possible decay from worsening. Your mouth will thank you for using it.

Re: Dental Cleaning with Fluoride Treatment
Yes, I'm well aware that the medical establishment claims fluoride is harmless. And it does prevent cavities. But they fail to mention the long term effects or how one would know if they are ingesting a "safe" amount.
And no dentist ever asks how many fluoride treatments you've had in your life, whether the water you drink is fluoridated, whether you use fluoridated toothpaste. So no one is monitoring how much fluoride build-up, which is cumulative over one's lifetime, any individual has.
Many years ago, the town I lived in in Canada needed to replace their water fluoridation equipment. It was going to cost a significant amount of money, raising people's local taxes, so they had to take it to a public referendum vote. I did extensive research on fluoride at that time.
It is one of those things considered "safe" with the caveat that only minute amounts are ingested. Just like the powers that be deem canned tuna to be safe if you don't eat too much of it, because in fact, it is high in mercury.
I prefer not to ingest anything which is in fact toxic and cumulative over one's lifetime, rather than eliminated, like an excess of B vitamins is.
