To me it always seems curious that Mexicans spend so much on murals as if they will improve lives of the poor. Purely cosmetic. Is that what Mexicans need? Maybe the richer ones.

Oh for heaven's sake. Who said that public art is funded "as if it will improve the lives of the poor"?
And in case you are not aware, many of the artists and workers who create the art are, in fact, poor.
Art is not "cosmetic". It's an expression of human creativity and has been done by humans forever.
And public art, making a place beautiful, encourages tourism, which benefits the poor. Tourists don't come to see tar paper slums.
Is everything in your home purely utilitarian? Nothing decorated, no art on the walls?
Leave it to some gringo curmudgeon to criticize something beautiful.

And it is always the most ignorant ones who spout off against it too. Public art benefits and means a lot more to the poor and working class who can not afford to spend money on art of their own. The wealthy have beautiful homes filled with art. They live amid beauty and comfort. Public art is enjoyed by all. It is good for the soul, everyone’s soul. Everyone who has a soul anyway.

I guess those guys in the photo sitting out in the hot sun all day gluing all those little pieces of tile on must not be poor. Because that's what wealthy people would choose to do with their time, right?

That is a wonderful mural.. Yes public art is wonderful and helps artisans and artists who usually need the money. Believe me most of them do. I work with many of them who would love to have such a nice project.
