Edmonton and other provinces, as well as almost all US states, maintain cross-province and cross-state grid share systems. Canada and the US also share access to each others grid, when blackouts occur in either country.
Texas, being Texas, never wanted to share with its neighbors, so it designed a stand-alone energy grid. If they had a shared grid system as do all other US states, it would have been subject to regulatory laws (including having to share). Texas, being Texas, felt it was better than its neighbors and felt its stand-alone system would work just fine for Texas with the added bonus of never having to share with its neighbors.
So, there they are, cold, frozen and unable to get any aid from their neighbors. Just the way they wanted it.

I understand Canada has a superior supply system. But I was posing a rhetorical question: To what extent is the power grid in the north designed with heat dissipation and cooling mechanisms needed to prevent damage to distribution and transmission equipment that would be caused by an extended period of high temperatures?

Haven't gotten to 40C. yet but it goes from one extreme in winter to another extreme in summer.

Considering the number of hurricanes that Texas gets, seceding from the U.S. and FEMA help should not be under consideration. They just gotta learn how to share. No man (state) is an island.

If the air temp actually reached 40C in Edmonton, and that resulted in transmission problems with their grid, my guess is that they would fix the problem before it happened once again. In Texas, this is the third time since the 1980s they have had serious transmission problems with their grid due to extreme cold...and they have done nothing to fix it. There is an old saying that goes something like this: "Those who do not learn history are doomed to repeat it." Or, to put it more succinctly: "Stupid is as stupid does."

I have always believed that insulation and weather proofing are good for all extremes. Protects from the heat but also protects from the cold. That's a win/win in any situation. Many of the homes themselves in Texas are apparently not insulated (or insulated enough) from what I've been reading and especially not older homes.

These homes are going to get hit with high bills for both heating and cooling because they can't afford insulation.
I do not know if it is more cost effective to insulate the energy sources alone but it would certainly help to stop this from happening again.

My Calgary relatives said is not called Edmonton, but rather it is called Edmonchuck and that it is a suburb of Millet, you know, the Millet Oilers. And that in Edmonchuck they actually charge PST, but nowhere else in that province.

You seem to be rather uninformed about Canadian weather. There are plenty of places that get that hot in the summer in Canada. In the interior of British Columbia where I was picking fruit for several summers, there was about 5 days straight of those temps. People were hot, but no one considered it some disaster situation and the infrastructure certainly didn't break down.
We just spent the days at the river when we were done with work.

I used to employ this guy who said he had worked one summer picking fruit. Every year the farmer would employ two women/girls from Quebec, who liked to work stark naked, and work on their all over tans. Of course the young men were all starry eyed, and stayed on the whole season. Now that is imagination!
